The Urban Redevelopment Authority of Pittsburgh is seeking developers and/or development teams to submit a proposal for the purchase and redevelopment of the Office of Municipal Investigations Building site located in the Strip District neighborhood. The goal of this Request for Proposals is to select a qualified and economically viable development proposal for the redevelopment of the Property. Proposals should be mindful of the Strip District Neighbors Design Guidelines and demonstrate capacity and depth of expertise to raise sufficient private capital and execute delivery of a complex real estate development project. • The Property is located at 2608 Penn Avenue, with a total land area of 0.18 acres and zoning as RIV-IMU. • The Property was formerly utilized as a police station and comprises two floors and a full, unfinished basement. • The URA encourages proposals that enhance the pedestrian experience and create a publicly engaging ground floor. • Active ground-floor uses such as retail or other community-oriented programming are strongly encouraged. • The URA requires that all Respondents demonstrate and document a good faith effort to meet or exceed the City’s 12% minority workforce inclusion goal.
