NGA - Boosting Innovative GEOINT - Science & Technology Broad Agency Announcement (BIG-ST BAA)

The National Geospatial-Intelligence Agency (NGA) is seeking proposals for innovative concepts to address hard GEOINT problems in three technical domains: Foundational GEOINT, Advanced Phenomenologies, and Analytic Technologies. The agency is looking for proposals that align with these domains and can help solve defense and intelligence problems. The proposal process will involve submitting abstracts and proposals in response to separate Topic Calls, which will be published on various websites. The agency anticipates making multiple awards, and the type of award instrument will depend on the proposed effort. Some key areas of interest in the Foundational GEOINT domain include terrestrial/celestial reference frames, earth gravitational models, and assured positioning, navigation, and timing. In the Advanced Phenomenologies domain, the agency is interested in topics such as detection, tracking, and identification of targets in complex environments, and novel source exploitation and optimization. The Analytic Technologies domain includes areas such as geospatial signatures detection, analysis, and tracking, and derivation of GEOINT from non-traditional data in cyberspace. Proposers should be aware that cost sharing is not required, but it will be considered where there is an applicable statutory condition relating to the selected funding instrument. Additionally, proposers should note that foreign participation may be allowed in certain Topic Calls, but must be clearly and fully disclosed in the proposal. The agency encourages proposals from all responsible sources, including small businesses, non-traditional defense contractors, and academic institutions.
