MWVCAA is seeking proposals for community needs assessment and survey services

The Mid-Willamette Valley Community Action Agency (MWVCAA) is seeking proposals from qualified contractors to design, conduct, and deliver a comprehensive assessment of community needs related to homelessness, housing stability, and housing insecurity in Polk and Marion Counties. The assessment should include a robust survey methodology, community listening sessions, and data analysis to provide actionable insights and recommendations. The contractor will be responsible for providing a final report, executive summary, and presentations to key stakeholders. • The proposal should include an approach and methodology, experience and qualifications, examples of similar work, a timeline, and a fee structure. • The contractor will be expected to work with MWVCAA staff to gather material and information necessary for a strong needs assessment report. • The project timeline includes a preliminary report draft due by February 16th, 2026, and a final report due by June 1st, 2026.
