SOAR Training and Technical Assistance Services

The Idaho Department of Health and Welfare is seeking a contractor to design, host, and maintain a statewide online “SOAR” training platform for Supplemental Security Income (SSI) and Social Security Disability Insurance (SSDI) caseworkers, deliver up to 100 certified trainees over a two‑year period, provide optional in‑person sessions, and supply up to 100 hours of technical assistance (TA) per year. The contractor must also create reporting dashboards, quarterly content updates, and a quality‑assurance and transition plan, while retaining ownership of any pre‑existing intellectual property and complying with extensive insurance and compliance requirements. • Build and host a 24/7 accessible, self‑paced online training system (including certification, assessments, and supplemental e‑learning resources). • Deliver one optional in‑person training per year (max 25 participants) and provide up to 100 TA hours annually (virtual or onsite). • Produce monthly training and TA reports, an annual performance report, and maintain a data dashboard; submit QA and transition plans within the first 90 days of contract start.
