Description
The Calcasieu Parish Police Jury is seeking a comprehensive Human Resources Information System (HRIS) to serve as the primary record of employee data for approximately 1,640 employees across the Parish and its special districts. The contract includes software licensing, full implementation services, migration of roughly 20 years of legacy HR data, training, ongoing support, and two‑way integrations with existing systems (Tyler Munis for payroll, UKG Pro for time‑keeping, NeoGov for recruiting, and Laserfiche for document management). The solution must support long‑term data retention (70 years), role‑based security with SSO/MFA via Microsoft Entra ID, and provide employee self‑service portals, onboarding workflows, case‑management, and configurable reporting/dashboard capabilities.
• Core HR functions: employee demographics, position management, lifecycle events (hire, promotion, termination), document storage, and compliance reporting.
• Integration requirements: two‑way data exchange with Munis, UKG Pro, NeoGov, and Laserfiche; API‑ or file‑based interfaces must be designed, built, tested, and documented.
• Implementation scope: data migration of ~90 k action records, 45 k wage records, and associated HR documents; training for administrators and managers; optional modules (e.g., workforce‑management) to be priced separately.
