Investment Performance Measurement and Benchmark Consulting Services

The State of North Dakota’s Investment Board is seeking a qualified consulting firm to provide comprehensive investment performance measurement, attribution, and benchmarking services for its public funds (over $26 B in assets). The contract will cover monthly and quarterly performance reporting, independent data verification, development of a performance database, manager‑research database access, and consulting on benchmark selection and incentive‑compensation calculations. The award will be based on technical merit (90 pts) and cost (10 pts) and the work will begin July 1 2026 for a three‑year term with possible extensions. • Deliver monthly performance reports and raw data sets within 45 days of month‑end. • Produce quarterly performance‑measurement reports, in‑person presentations, and annual fee‑study/benchmark memos. • Build/maintain a performance analytics database and optionally a manager research database for the State’s staff. • Provide benchmark and hurdle‑rate consulting beginning July 2027, plus ad‑hoc consulting as needed.
