Description
The City of Los Angeles is seeking a qualified consulting firm to provide performance‑oversight services for its Homeless Strategy Committee and the Alliance Time‑Limited Subsidy (TLS) program. The consultant will (1) gather, validate, and analyze monthly KPI data across four major homelessness investment streams (street outreach, interim housing, rental subsidies, permanent supportive housing); (2) produce regular performance reports and trend analyses for the Homeless Strategy Committee, City Council, and other stakeholders; (3) develop a transition plan to shift City‑funded homelessness services away from LAHSA over FY 2026‑27, including cost‑benefit assessments, operational steps, and governance recommendations; (4) provide technical assistance, presentations, and written recommendations on program structure, governance, and funding allocations; and (5) deliver all deliverables by June 30 2027 with possible extensions.
• Scope covers data collection, KPI reporting, monthly presentations, and strategic governance consulting.
• Required deliverables include monthly KPI reports, quarterly trend analyses, a comprehensive transition plan, and ad‑hoc analyses for the Council.
• Contract period runs from early October 2026 through June 30 2027 (≈ 9 months).
