Description
The New Jersey Department of Education seeks a consultant to develop and deliver a comprehensive cost‑containment advisory program for K‑12 school districts. The effort includes a statewide scan of sample districts, identification and validation of high‑impact savings opportunities, creation of analytical tools and user guides, four in‑person regional training sessions, up to five virtual sessions, technical support for up to five pilot districts, and a one‑year post‑implementation savings validation. The contractor must manage all phases, produce deliverables, and meet a total budget of roughly $250 k over a two‑year base period (with a possible one‑year extension).
• Conduct interviews, focus groups, and data reviews to select representative district sample.
• Develop spreadsheet models and step‑by‑step guides for each identified cost‑containment opportunity.
• Deliver professional‑development trainings (4 regional in‑person, up to 5 virtual) and provide hands‑on support to pilot districts.
• Perform one‑year savings validation, reporting gross and net savings, avoided costs, and recommendations for statewide rollout.
• All work performed within New Jersey; contractor must meet extensive certification, insurance, and data‑destruction requirements.
