YH22-0055 - Bridge Housing Services at Bower Park RFP

The Arizona Health Care Cost Containment System (AHCCCS) seeks a qualified contractor to design, build (via a separate construction award) and operate a 70‑bed “Bridge” transitional housing facility for adults with serious mental illness experiencing homelessness, together with a co‑located licensed outpatient clinic on the Arizona State Hospital (ASH) Bower Park campus. The contractor will assume a triple‑net lease, provide all maintenance, utilities, furnishings, security equipment, and deliver 24‑hour low‑barrier shelter services, while the clinic must be an AHCCCS‑registered provider. AHCCCS will fund $300 k for start‑up costs and $1.7 million for two years of operating expenses, with optional 18‑month extension. The award will be a fixed‑price contract with profit ≤ 5 % and overhead ≤ 15 % of AHCCCS funding.
