Description

Multnomah County’s Health Department is seeking a qualified community partner to lead an integrated health‑promotion effort focused on Black youth and families in East Multnomah County. The partner will operate a 15‑week farmers market, coordinate annual Juneteenth celebrations, and implement chronic disease, substance‑use, and violence‑prevention initiatives, while linking participants to broader social‑service resources. The effort is funded up to $250,000 over a potential five‑year contract term and requires demonstrated experience in community‑based health equity work, long‑standing participation in the ACHIEVE Coalition, and proven capacity to run farmers markets and cultural events. • Operate and expand a weekly “People’s Farmers Market” (15 weeks) with produce‑prescription and CSA components. • Plan, manage, and execute the Gresham Juneteenth annual celebration (minimum 7 years of experience required). • Identify and advance policy, systems, and environmental changes to reduce chronic disease, substance use, and violence among Black youth and families. • Provide wrap‑around social‑service referrals (housing, employment, substance‑use support) during market and event activities. • Attend monthly ACHIEVE Coalition meetings and bi‑monthly REACH staff meetings; submit monthly invoices and progress reports.

$150,000 – $250,000

The solicitation caps the total budget at $250,000 for a contract that may run up to five years. Assuming a typical spend‑down schedule, the award could be anywhere from $150,000 (if a shorter term or reduced scope is approved) to the full $250,000. The range reflects the variability in market‑operation costs, event staffing, and the breadth of wrap‑around services required.
