The Department of Property and Procurement (DPNR‑VICA) seeks a qualified sculptor or sculptural team to design, cast, fabricate, deliver, and permanently install a life‑sized silicon‑bronze portrait bust of Dr. Alfred O. Heath for display at Education Park, Charlotte Amalie, St. Thomas, USVI. The scope includes concept development, full‑scale modeling, professional foundry casting, engineered pedestal with granite cladding, integrated lighting, a cast‑bronze informational plaque, transportation, and on‑site installation, all suitable for a coastal, salt‑air environment. The contract is a fixed‑price professional‑services agreement for one year with an optional six‑month renewal. • Design and create a life‑size silicon‑bronze portrait bust of Dr. Heath (including artistic rendering and maquette). • Coordinate casting, patina, protective coating, pedestal engineering, granite cladding, lighting, and a bronze plaque. • Manage logistics: transport, site installation, and final commissioning at the specified USVI location.
