Description

The Delaware County Juvenile Court seeks an evidence‑based curriculum and service delivery model to restore competency in juveniles deemed incompetent to stand trial due to lack of knowledge of the court process. The contractor will design and implement an 8‑12‑week program (approximately one session per week) delivered primarily in the youth’s home or via virtual means, provide pre‑ and post‑program competency assessments, and submit progress reports every 30 days plus a final summary. The contract is a one‑year, fee‑for‑service agreement with potential annual renewal, and the provider must meet extensive compliance requirements (HIPAA, insurance, audit, political contribution disclosure, etc.). • Develop and deliver a trauma‑informed, culturally‑competent curriculum covering charges, hearings, court roles, behavior expectations, and outcomes. • Conduct comprehension checks throughout; arrange independent pre‑ and post‑competency evaluations (court‑provided tools such as CAST‑MR, MacCAT‑CA). • Provide bilingual accommodations, progress reporting every 30 days, and a final comprehensive report; staff must include qualified educators or counselors (minimum bachelor’s degree, preferred advanced credentials). • Manage a caseload of 15‑20 current juveniles and 5‑10 new referrals annually, with the ability to present the program to juvenile probation staff. • Submit full technical, cost, and transmittal proposals via PennBid by 9:30 a.m. on 11 Apr 2025; all responses must include a redacted copy and comply with Appendix requirements.

Budget estimate

$200,000 – $400,000

No contract value is disclosed. Based on a typical fee‑for‑service rate of $5,000–$10,000 per youth for an 8‑12‑week competency curriculum (including staffing, materials, travel, and reporting), and considering an initial caseload of 15‑20 youths plus 5‑10 new referrals annually, the annual contract value could range roughly from $200,000 to $400,000. This estimate reflects staffing costs (master‑level clinicians, bilingual aides), travel expenses for home visits, curriculum development, and administrative overhead required to meet the extensive reporting and compliance obligations.
