The Bureau of Indian Affairs is seeking a qualified contractor to perform a comprehensive HVAC upgrade at the Rosebud Agency. The scope includes asbestos investigation and abatement, demolition of existing boiler and HVAC systems, installation of new variable refrigerant flow (VRF) and dedicated outdoor air system (DOAS) equipment, electrical upgrades, building management system integration, roof patching, ceiling replacement, and full testing, adjusting, and balancing (TAB). The contractor must provide third‑party industrial hygienist services, manage hazardous material disposal, coordinate utility shutdowns, and ensure all work complies with BIA specifications and safety requirements.
• Asbestos survey review and removal of unidentified asbestos‑containing insulation.
• Full demolition of existing boiler/HVAC plant and associated mechanical systems.
• Installation of new VRF, DOAS, electric baseboard heating, and associated controls.
• Electrical service sizing, short‑circuit/arc‑flash studies, and switchboard verification.
• Integration (or stand‑alone) of building management system controls.
• Roof membrane patching (Mule‑Hide warranty‑maintaining).
• Suspended acoustical ceiling removal/replacement and gypsum board repair.
• Lighting fixture removal, PCB ballast handling, and hazardous waste disposal.
• Site staging, temporary utilities, and on‑site decontamination procedures.
• Testing, Adjusting, and Balancing (TAB) performed by NEBB‑qualified firm.
