Standard Offer Service and Markets Consulting

The Delaware Public Service Commission seeks a qualified consulting firm to provide ongoing professional services supporting the Standard Offer Service (SOS) process and related electric supply cost analysis. The work involves market research, regulatory analysis, report and comment drafting, presentation and testimony preparation, and advisory support across three defined tasks focusing on PJM market conditions, future market challenges, and mitigation strategies. The contract is a three‑year base term with two optional one‑year extensions, and pricing must remain fixed through March 3 2027. • Conduct in‑depth market‑condition studies and analysis of SOS auctions, capacity‑price impacts, and renewable integration. • Produce written reports, comments, and testimony for PSC filings, external agencies, and potential litigation. • Advise PSC on regulatory strategy, negotiate with utilities, and represent the agency in meetings and hearings.
