On-Ramp_Basic Ordering Agreement Sustainment Track (BOAST) Program

The U.S. Army Contracting Command – Detroit Arsenal is issuing an “on‑ramp” solicitation to establish Basic Ordering Agreements (BOAs) under the BOAST program for Class IX repair parts, kits, assemblies and consumables supporting Army equipment (excluding medical‑specific items). The BOA is a pre‑negotiated framework; it does not obligate funds or guarantee orders. Once a BOA is awarded, future task/ delivery orders will be competed using FAR Parts 12, 13 or 15 and will be bound by the terms of the BOA. The agreement is valid for up to five years, after which it may be extended or terminated. Contractors must be SAM‑registered, not debarred, and must accept all applicable clauses.
