The Defense Logistics Agency (DLA) Disposition Services is seeking a small‑business‑set‑aside contractor to provide Drain & Purge (D&P) services for a wide range of DoD equipment. The work involves removing used oils, fuels, hydraulic fluids, batteries, refrigerants, and associated debris from engines, generators, vehicles, trailers, and other equipment at DLA sites across the continental United States, Hawaii, and Alaska. The contract will be a Firm‑Fixed‑Price IDIQ with a 12‑month base period and up to two 12‑month options (maximum three years). Pricing is based on hourly rates with a minimum contract value of $500 and a maximum ceiling of 200 % of the estimated contract value. All work must comply with federal, state, and local environmental and safety regulations, and the contractor must provide documentation, certifications, and a Quality Control Plan.
• Remove and properly dispose of all listed fluids, batteries, and refrigerants from DLA‑managed equipment.
• Provide UN‑approved DOT‑shippable containers, complete documentation (Certificates of Drainage, Refrigerant Removal Verification), and ensure site clean‑up after each workday.
• Maintain compliance with EPA and DoD regulations, submit monthly invoices via WAWF, and meet a 30‑day task‑order performance window.
