Description

The West Virginia Purchasing Division is soliciting bids for the delivery of Sodium Chloride (Roadway Salt) to designated locations statewide. The contract will be an open-end, multiple award contract, and vendors may provide pricing for both delivery and pick-up of the material. The contract items must meet or exceed the mandatory requirements specified in the solicitation, including approval from the Materials Control, Soils and Testing Division. Vendors must also provide a price per ton for the delivery of Sodium Chloride and factor in equipment, material, delivery, and labor costs. Some key points to consider include: * The contract is for an open-end and continuing basis. * Vendors must meet MCS&T requirements and be listed on APL 715.002.000. * The WVDOH reserves the right to accept and exercise the price adjustment formula for any unacceptable material. * Vendors shall guarantee availability of 120% of the total estimated tonnage awarded statewide. * The WVDOH shall guarantee the purchase of 60% of the total estimated tonnage awarded statewide per vendor. * The contract has a purchase and supply guarantee, with the WVDOH guaranteeing a minimum purchase and the vendor guaranteeing availability of the material. * The contract also includes provisions for emergency requests, successive deliveries, and failed delivery. * The vendor must provide reports to monitor purchase and supply guarantee obligations. * The contract includes a force majeure clause, which excuses the vendor from liability for delays caused by events outside their control. * The vendor must designate a primary contract manager to oversee their responsibilities under the contract. Some of the benefits of this contract include: * The opportunity to provide a essential product to the state of West Virginia. * The potential for long-term contract awards. * The ability to work with a variety of state agencies. * The opportunity to provide a critical service during emergency situations. Some of the challenges of this contract include: * Meeting the mandatory requirements specified in the solicitation. * Providing a competitive price per ton for the delivery of Sodium Chloride. * Managing the logistics of delivery and pick-up of the material. * Coordinating with the WVDOH and other state agencies to fulfill contract obligations. Overall, this contract presents an opportunity for vendors to provide a critical product to the state of West Virginia, but it also requires careful consideration of the contract terms and conditions.

Budget estimate

$1,000,000 – $5,000,000

Based on the contract terms, it is estimated that the budget for this contract could be substantial, potentially in the range of $1 million to $5 million per year, depending on the quantity of Sodium Chloride delivered and the price per ton. The contract has a purchase and supply guarantee, which could provide a stable source of revenue for the vendor. However, the actual budget will depend on various factors, including the vendor's ability to meet the mandatory requirements, the price per ton, and the quantity of material delivered.
