FY26_PSA_Football Helmets

The US Air Force Academy intends to award a sole source commercial contract to Riddell All American Sports Corp for the procurement of sixty-three custom-fit Axiom football helmets and associated fitting services. The contract will be awarded using simplified acquisition procedures, and the anticipated award date is on or before 30 September 2026. The sole source justification is based on the fact that Riddell is the only responsible source capable of providing the required custom-fit helmets, due to their exclusive distributorship, direct regional sales representative model, and patent-protected design. • The helmets must meet specific safety requirements, including NOCSAE certification. • The custom liners within the helmets are fabricated and assembled exclusively at Riddell's manufacturing plant in Ohio. • The procurement from a source other than Riddell would result in substantial duplication of costs and unacceptable delays in fulfilling the agency's requirements. • The contract will be a firm fixed-price purchase order.
