The National Oceanic and Atmospheric Administration (NOAA) is soliciting applications for special projects and programs associated with NOAA's strategic plan and mission goals. Eligible applicants may include institutions of higher education, nonprofits, commercial organizations, international or foreign organizations or governments, individuals, state, local, and Indian Tribal governments. The application should include a detailed budget narrative, personnel costs, fringe benefits, travel costs, equipment costs, supplies, contractual costs, and other costs. • The budget narrative should explain and justify all costs, including Federal and non-Federal expenditures. • Personnel costs should include the name of each person, annual and total salary, percent of time contributed to the award, and number of months paid. • Fringe benefits should be calculated and justified for each position. • Travel costs should be estimated and justified, including origin and destination, number of trips, purpose of travel, and approximate dates. • Equipment costs should be justified and related to specific program objectives. • Supplies should be listed and justified, with explanations for costs over $5,000 or 5% of the award. • Contractual costs should be described and justified, with separate budgets for each substantial contract. • Other costs, including subawards and training activities, should be listed and justified.
