The VA is soliciting a firm‑fixed‑price contract (100 % SDVOSB set‑aside) to provide Initial Outfitting, Transition, and Activation (IOTA) services for a new 187,000‑sq‑ft warehouse in Martinsburg, WV. The effort covers the full life‑cycle: pre‑activation planning, project management, interior design, space planning, acquisition planning, procurement of furniture and equipment, relocation of existing assets, activation of the facility, post‑occupancy support, and related reporting. The base period runs from 1 Dec 2026 through 31 Oct 2028 (23 months) with an optional 6‑month activation extension. Travel costs are reimbursable and excluded from the evaluated price.
