Description

The Village of Hoffman Estates is seeking a qualified consulting firm to provide Resident Engineer (RE) services for Phase III of the Hassell Road Pedestrian and Bicycle Enhancements project. The RE will be responsible for construction inspection, materials testing, QA/QC, documentation, and coordination with IDID and other agencies. The scope includes refreshing bike‑lane markings, installing a new sidewalk, upgrading crosswalks, adding way‑finding signage, installing LED street‑lighting, and constructing two bus‑stop pads, with a limited amount of hot‑mix asphalt work. The contract requires an Illinois‑licensed PE with IDOT construction documentation certification and a pre‑qualified materials laboratory; a separate Materials Coordinator is not required. The project is funded primarily by federal ITEP dollars, with a total construction estimate of $2.1 M, and construction is slated to begin in spring 2027 with completion by November 2027. • Resident Engineer services (construction layout, inspection, QA/QC, reporting) • Limited HMA construction, sidewalk, lighting, signage, and bus‑stop pad installations • Mandatory full‑time RE; Materials Coordinator not required • Pre‑qualification with IDOT and insurance per Article 107.27 required • Submission deadline July 14 2026; construction slated for spring 2027‑Nov 2027

Budget estimate

$100,000 – $250,000

The solicitation does not disclose consultant fees, but typical Resident Engineer/consulting fees for a $2.1 M construction project range from 5‑10 % of construction cost. Applying that range suggests a possible award value of roughly $105,000 to $210,000. Additional fees for QA/QC, reporting, and coordination could push the high end toward $250,000. Therefore a reasonable estimate is $100k‑$250k.
