The U.S. Navy is conducting market research for qualified sources to perform a comprehensive Dry‑Docking Selected Restricted Availability (DSRA) on the non‑self‑propelled barge YRBM‑25, located in Apra Harbor, Guam, and to handle its transportation to and from a repair facility within a 1,500‑nautical‑mile radius. The effort includes full project management, dry‑docking, extensive underwater hull inspection, structural steel repair, tank and void preservation, associated piping work, and quality control, with an anticipated duration of six to eight months. Contractors must demonstrate dry‑dock capacity, heavy‑lift or tow capability, relevant ship‑repair experience, and the ability to manage emergent work. Responses are due 31 January 2027.
• Perform inbound heavy‑lift or tow of YRBM‑25 from Guam to contractor’s shipyard.
• Execute a 6‑8 month DSRA covering hull preservation, structural steel renewal, tank/void work, and piping systems.
• Provide post‑repair outbound transportation back to a Pacific port within 1,500 nm.
• Supply management, engineering, QA, and all labor/equipment needed.
• Submit a concise (≤20‑page) capability statement addressing facility details, past similar work, transportation method, and risk mitigation.
