Description

The Clark County Department of Aviation (CCDOA) is issuing a sealed Invitation to Bid for an annual contract to provide generator inspection, corrective maintenance, load‑bank testing, and preventative maintenance for automatic transfer switch (ATS) equipment at its five aviation facilities (Harry Reid International Airport, Airport Rent‑a‑Car Center, Henderson Executive Airport, Jean Sport Aviation Center, and North Las Vegas Airport). The contractor will be responsible for all labor, transportation, deployment, setup, and takedown of equipment required for load‑bank testing; Clark County will not supply transformer or cover related costs. An optional site visit on 15 Sep 2026 will showcase a sample of the equipment at Harry Reid International Airport. Bids must be submitted electronically through the NGEM system by 2:00 PM on 23 Sep 2026. No pre‑bid conference is scheduled; questions are due by 20 Sep 2026. The contract is expected to run for one year with the possibility of renewal at CCDOA’s discretion. • Scope: Annual inspection, corrective maintenance, and preventive maintenance of generators and ATS units. • Load‑bank testing: Two‑hour test in three phases (25 % × 30 min, 50 % × 30 min, 75 % × 1 hr) plus 15‑min cooldown. • Equipment locations: Five CCDOA airports in the Las Vegas area. • Contractor responsibilities: All labor, transportation, setup/takedown of a 2500 kVA pad‑mounted transformer, and any associated costs. • Submission: Sealed electronic bid via NGEM; no physical bid opening attendance required. • Optional site visit: 15 Sep 2026, 9:00 AM, Clark County Administration Building, Las Vegas. • Evaluation: Standard CCDOA bid evaluation; intent‑to‑award notice at least five days before award.

Budget estimate

$200,000 – $500,000

Based on the scope—annual inspection, corrective maintenance, and two‑hour load‑bank testing for multiple generators across five airports—the contract is likely valued between $200,000 and $500,000. The lower bound assumes minimal corrective work and modest labor rates; the upper bound accounts for extensive corrective maintenance, transportation of a 2500 kVA transformer, and higher labor/overhead rates typical for specialized aviation‑facility contractors.
