Arbitrage Services and Technical Assistance

The Kentucky Infrastructure Authority is seeking a contractor to provide arbitrage services and technical assistance. The contractor will be responsible for performing arbitrage calculations to satisfy the requirements of Section 148 of the Internal Revenue Code of 1986, as amended, and regulations thereunder. The contractor will also be required to review the Authority's debt issues, evaluate and make recommendations on current investment and record-keeping practices, and inform the Authority of any changes in arbitrage compliance regulations. The contractor will be expected to calculate and opine on debt yields and excess earnings, prepare IRS forms, and submit final reports to the Authority. Key responsibilities include: • Reviewing the Authority's debt issues and evaluating investment practices • Performing arbitrage calculations and preparing IRS forms • Providing technical assistance and advice on arbitrage compliance • Submitting final reports to the Authority • Assisting the Authority in the event of an IRS inquiry
