The State of Delaware seeks a vendor to deliver a hosted Software‑as‑a‑Service platform that enables completion, submission, and ongoing maintenance of the annual CMS Medicaid Information Technology Architecture State Self‑Assessment (MITA‑SS‑A), together with consulting, configuration, training, and support services. The effort includes full‑scale assessment of business, information, and technical architecture, creation of as‑is and to‑be scorecards, a roadmap, and all required documentation, plus a five‑year fixed‑price contract with optional one‑year extensions. • Provide a SaaS tool (U.S.‑hosted) for MITA‑SS‑A creation, submission, and annual updates. • Deliver consulting services to assess and document Delaware’s Medicaid enterprise architecture (business, information, technical) against the seven MITA standards and conditions. • Supply project management, training, system‑integration testing, user‑acceptance testing, warranty support, and monthly/quarterly reporting throughout the contract term.
