Description

The Delaware Department of Transportation (DelDOT) is seeking proposals for the development, operation, and maintenance of new commercial motor vehicle e-screening system sites, including Virtual Weigh Stations (VWS), thermal brake sensor systems, and tire abnormality detection systems. The selected vendor will be responsible for designing, implementing, integrating, testing, and maintaining new e-screening sites in the State of Delaware, including provisioning of all hardware, software, and ancillary equipment required for a fully functioning system. The vendor will also be responsible for coordinating with DelDOT-approved design and construction contractors. Key features of the e-screening system include weigh-in-motion scales, overheight detectors, tire abnormality detectors, license plate readers, and automated USDOT number recognition. The system will integrate with existing VWS systems and other state and federal systems. The contract will be for a five-year period, with the option for annual extensions. • The e-screening system will be used to monitor and enforce truck size and weight regulations, as well as CMV safety and credentialing regulations. • The system will provide real-time data to law enforcement personnel, allowing them to identify potential violators and target enforcement resources. • The vendor will be responsible for providing all necessary equipment, materials, and labor for the installation and maintenance of the e-screening system. • The vendor will also be responsible for coordinating with DelDOT-approved design and construction contractors. • The contract will include a bid bond requirement and a performance bond requirement. • The vendor will be required to provide a non-collusion statement and a subcontractor information form. • The vendor will be required to provide business references and a confidentiality form.

Budget estimate

$5,000,000 – $20,000,000

Based on the scope of the project, which includes the development, operation, and maintenance of multiple e-screening system sites, the estimated budget could be in the range of $5 million to $20 million over the five-year contract period. This estimate is rough and based on the assumption that the vendor will need to provide a significant amount of equipment, materials, and labor to complete the project. The actual budget could be higher or lower, depending on the specifics of the proposal and the needs of DelDOT. Factors that could influence the budget include the number of e-screening system sites to be developed, the complexity of the systems, and the level of maintenance and support required.
