Description

The City of Hartford is seeking a qualified vendor to serve as a Third‑Party Claims Administrator (TPA) and to provide risk‑control services. The contract may be awarded separately for Workers’ Compensation (WC) claims, Liability (PAL) claims, and/or Risk‑Control services, with a base term of three years and optional extensions. The vendor must hold a Connecticut license to administer public‑entity claims, provide a dedicated Services Manager, integrate AI‑enabled technology, manage complex invoicing, and deliver quarterly performance reporting and bi‑annual stewardship presentations. Specific WC duties include 24/7 nurse triage, lost‑time adjuster supervision, payroll voucher handling, and compliance reporting (OSHA, Medicare, Fire Cancer Relief Act). Liability services require end‑to‑end claims administration and coordination with the City’s Corporation Counsel. Risk‑control responsibilities entail on‑site safety professionals (CSP, Playground Safety Inspector), program development, training, and same‑day response to CT OSHA visits. • Administer WC, Liability, and Risk‑Control claims for the City and its Board of Education. • Provide AI‑compatible technology platforms, complex accounting support, and quarterly/bi‑annual reporting. • Meet licensing, insurance (minimum $5 M GL/PL), and staffing requirements (CSP, Playground Inspector, Services Manager).
