Description
The Maryland Office of People’s Counsel (OPC) is seeking expert‑witness consulting and testimony services for the Hagerstown electric base‑rate case (PSC Case No. 9908). The selected consultant will: • Review all filings, testimony, exhibits, workpapers and discovery responses submitted by Hagerstown. • Identify key issues, develop policy positions and recommended adjustments. • Prepare and deliver expert testimony, exhibits, rebuttal and sur‑rebuttal testimony. • Assist OPC counsel with discovery, hearing preparation, cross‑examination, and settlement discussions. • Provide technical analysis and support for public‑facing communications and post‑order summaries. The work is confidential, tied to pending litigation, and must be performed on a tight schedule with deliverables aligned to PSC deadlines.
