The State of Colorado’s Department of Local Affairs (DOLA) is issuing a Pre‑Disaster Request for Qualifications (RFQ) to establish a pool of qualified vendors for its Disaster Resilience Rebuilding (DRR) Program. Selected vendors will be eligible for future task‑order contracts that support long‑term disaster recovery and mitigation activities across the state, including technical assistance, housing reconstruction, grant and loan administration, buyout and rental assistance, and transitional housing services. Vendors must demonstrate capability to deliver services in‑field (including Denver‑based staff), comply with federal, state, and local regulations, and provide required insurance, bonding, and warranties. The RFQ opens September 22 2026, questions are due September 29 2026, and statements of qualifications must be submitted electronically by October 6 2026 (2 pm MST). Awards are anticipated November 10 2026, with a master contract term of up to five years, after which individual task‑orders will be issued as needs arise.

• Covers six program areas: disaster‑recovery planning, residential reconstruction, grant/loan admin, buyout, rental assistance, transitional housing.
• Requires staff to operate field offices in disaster‑affected areas and attend mandatory weekly coordination meetings.
• Provides for mini‑RFPs once a task‑order need is identified; at least three qualified vendors will be invited per mini‑RFP.
• Evaluation based on experience, staff qualifications, past performance, and compliance with insurance/bonding requirements.
