Disadvantaged Communities (DAC) Consultant Pool

The New York State Energy Research and Development Authority (NYSERDA) is creating an open‑enrollment consultant pool to provide community‑focused services for its clean‑energy programs in Disadvantaged Communities (DAC). Selected “DAC Consultants” will be pre‑qualified to receive Task Work Orders (TWOs) on an as‑needed basis, covering a wide range of advisory, outreach, data‑collection, and technical support activities. No guaranteed funding is attached to the RFQL; compensation is paid only for services performed under individual TWOs at established rates (approx. $120 / hour or meeting reimbursements). The umbrella agreement runs from September 1 2025 through December 31 2030, with a base contract term of five years and potential renewal options. Applicants must be NY‑based community‑based organizations, recognized Indigenous Nations, or Indigenous‑led entities, and must meet NYSERDA’s security, insurance, and Executive Order 16 certification requirements. • Scope includes community engagement, advisory input, translation, data analysis, program design assistance, and other consulting services across NYSERDA’s energy‑equity initiatives. • Compensation is per‑hour or per‑meeting; no upfront grant, but TWOs may be issued up to $50 K without mini‑bid, larger tasks via competitive mini‑bids. • Eligibility limited to NY‑registered CBOs, Indigenous Nations, or Indigenous‑led organizations; municipalities and individuals are ineligible. • Mandatory compliance with NYSERDA’s information‑security policies, insurance minimums, and Executive Order 16 certification.
