Dane County Highway Department Asset Management System Development and Implementation

The County of Dane is seeking a qualified consulting firm to design, develop, and implement a comprehensive GIS‑based Asset Management System for the Highway Department’s infrastructure assets. The effort includes migrating existing data (culverts, signs, traffic counts, bridges, storm sewers, etc.) from legacy systems into an ArcGIS environment, creating relational data tables, building real‑time dashboards, and enabling offline field data collection. The contractor must also provide workflow automation, data validation, and training for county staff. The project will be executed under a fixed‑price contract with a performance period to be defined during award negotiations. • Scope covers all highway assets (culverts, signs, bridges, traffic signals, sidewalks, etc.) • Data migration from Cartegraph, Google Maps, WisDOT HSI, and other sources into ArcGIS • Development of relational tables, dashboards, and mobile/offline data capture tools • Deliverables include system design documents, configured GIS solution, training materials, and post‑implementation support • Required compliance with County insurance, labor, and sustainability standards • Proposals due electronically by 2:00 pm on October 27, 2026
