Term Contract to Provide Bond Counsel Services for the City & Borough of Juneau, Alaska, as specified.

The City and Borough of Juneau (CBJ) is seeking a qualified law firm to provide bond counsel and other related services. The successful proposer will be required to work within the governance structure of a municipal government, ensuring proper case management, coordination, and communication of legal guidance. The scope of work includes representing the CBJ in the issuance and sale of municipal securities, coordinating work with the Finance Director, Municipal Attorney, and Municipal Advisor, and providing opinions on the validity and binding obligations of the bonds. The proposer must meet minimum qualifications, including being an established bond counsel firm with a track record of successfully providing routine bond counsel services, and demonstrating the ability to work within the Alaska Time Zone. Key aspects of the job include: • Preparing bond election ordinances and resolutions • Preparing or supervising bond proceedings • Obtaining necessary approvals and permissions from governmental authorities • Rendering opinions on related matters, such as tax law provisions and securities laws • Assisting in presenting information to bond rating organizations and bond insurers The contract is expected to be for an initial term of approximately five years, with the possibility of up to five additional annual renewal terms.
