Permanent Supportive Housing

The Village of Hoffman Estates is seeking qualified developers and operators to propose, design, construct, and manage a Permanent Supportive Housing (PSH) project on a 1.35‑acre, Village‑owned parcel currently occupied by a fire station (relocation slated for 2027). This RFQ is an inquiry‑only qualification phase; firms must submit detailed qualifications, project concepts, development team information, financing strategies, and references. The Village will evaluate submissions and may move to a formal RFP later. • Project concept: propose unit count, mix, amenities, and services; demonstrate potential to meet Illinois State PSH funding criteria. • Developer qualifications: experience, team, past PSH projects, financing plan, projected total cost, and references. • Owner/operator qualifications: management structure, service-provider partnerships, community benefits, and references. • No detailed design, site plans, or construction drawings required at this stage; submissions are emailed to the contact by the deadline. • The site will become available after fire‑station relocation in 2027; timeline, award, and contract terms to be determined after qualification review.
