Description

Sam Houston State University (SHSU) is issuing an RFP for a qualified vendor to provide comprehensive printing and mailing services for a wide variety of university‑issued materials. The solicitation includes detailed specifications for dozens of product families (books, magazines, postcards, brochures, envelopes, etc.) and requires the vendor to handle all production, finishing, packaging, and bulk‑mail fulfillment in compliance with CASS‑certified non‑profit mailing standards. The contract is a base‑year award with up to three optional one‑year extensions, allowing a maximum term of four years. Vendors must submit a sample (if they have not previously printed for SHSU), meet insurance and HUB subcontracting requirements, and provide all‑inclusive pricing that includes postage‑related fees (postage billed separately by SHSU). • Provides printing of multiple formats (books, magazines, brochures, postcards, envelopes) with specialty finishes such as soft‑touch, emboss, foil, and spot‑color (021 Orange). • Requires bulk mailing services using designated USPS facilities (SCF Houston TX, SCF North Houston TX, NDC Dallas TX) with CASS‑certified, presorted mailing. • Mandatory compliance items include a HUB Subcontracting Plan (if contract > $100k), certificate of insurance, execution of offer, and adherence to Texas procurement regulations. • Contract value capped at $999,999.99, with a base year (Sept 2026 – Aug 2027) and up to three one‑year options.

Budget estimate

$200,000 – $800,000

The solicitation caps the contract at $999,999.99, but the actual award will likely be lower given the competitive nature and the requirement that pricing be all‑inclusive. For a four‑year contract covering high‑volume printing (potentially up to 100 k units per item) and extensive mailing services, a reasonable award range would be roughly $200 k to $800 k, depending on the mix of products, unit pricing, and any cooperative‑purchasing (TXMAS) discounts the vendor can leverage.
