The Vermont Department of Health is seeking one or more vendors to migrate its National Electronic Disease Surveillance System (NEDSS Base System – NBS) from on‑premises to a cloud environment (Azure or AWS), install the newer NBS 7.x version, and provide ongoing technical, maintenance, and support services for both NBS 6.x (until migration completes) and NBS 7.x thereafter. The effort is divided into four categories: support for the existing NBS 6.x, cloud migration of NBS 6.x, implementation/hosting of NBS 7.x, and long‑term support for NBS 7.x. The State expects the solution to be fully operational by 1 January 2027, with a five‑year support contract following go‑live. Vendors may propose a vendor‑hosted or State‑hosted cloud model and must demonstrate expertise in a complex technology stack (Elastic Search, Kafka, SQL Server, Docker, Kubernetes, NGINX, Istio, Terraform, Rhapsody, SAS, etc.) and meet extensive security, HIPAA, and NIST compliance requirements.
• Migrate production, test, and development environments of NBS 6.x to a secure cloud platform (Azure or AWS).
• Install, configure, and optionally host NBS 7.x in the same cloud, integrating with existing state data‑warehouse, ELR/eCR feeds, and CDC interfaces.
• Provide 24/7 technical support, patch management, monitoring, backup/DR, and help‑desk services for both NBS 6.x (until migration) and NBS 7.x (post‑go‑live).
• Deliver documentation, training, and ongoing compliance reporting (HIPAA, NIST 800‑53, SSAE 18 SOC 2 Type II, climate‑change, worker‑classification, etc.).
