Description

The Mississippi Department of Environmental Quality (MDEQ) is seeking qualified contractors to provide marine debris removal, disposal, and monitoring services on Round Island, an offshore habitat created in 2016. The contract will cover five annual cleanup events over a five‑year period, with each event scheduled between November 1 and March 31 to protect nesting sea turtles and shorebirds. Contractors must supply shallow‑draft vessels, handle debris collection (hand and limited mechanical), transport debris to the mainland for proper disposal, and deliver detailed data and reports after each event. The work includes compliance with Endangered Species Act protective measures, hazardous material protocols, and coordination with MDEQ for logistics and data tracking. • Five (5) annual cleanup events on Round Island over 5 years • Provide vessel transport, crew, equipment (skid‑steer or equivalent) • Hand‑collect debris; limited mechanical removal for larger items • Dispose of debris per local, state, federal regulations (hazardous waste excluded) • Monitor and report debris type/quantity using EPA ETAP protocol within 30 days of each event • Must hold Mississippi business license, have experience in marine/coastal cleanup, and be familiar with ESA requirements • Contract is firm‑fixed‑price per event; total contract term 5 years with optional one‑year renewals (up to 5 additional years)

Budget estimate

$150,000 – $500,000

The contract covers five cleanup events over five years. Typical costs for a small marine‑debris removal operation (crew wages, vessel charter, fuel, equipment, disposal fees, data reporting) range from $30,000 to $100,000 per event depending on debris volume and vessel availability. Multiplying by five events yields an estimated total contract value between $150,000 and $500,000. Factors influencing the final amount include the frequency of large debris items requiring mechanical removal, fuel price fluctuations, and any additional protective measures for endangered species.
