Securities Liquidation and Custody Services of Unclaimed Property

The State of Vermont is soliciting one or more qualified firms to provide end‑to‑end securities liquidation and custody services for its Unclaimed Property Division. The contractor will receive, verify, safely custody, and, when instructed, sell publicly‑traded securities and mutual‑fund interests titled to the State, then report and disburse proceeds. Services also include maintaining detailed records, monthly reporting, investing cash in a triple‑A money‑market vehicle, and returning assets to owners upon request. The contract is a fixed‑price, five‑year award with possible two‑year extensions. • Accept and verify all forms of unclaimed securities (certificates, DTC, mutual‑fund units). • Provide custodial account management, “best execution” sales, and monthly activity statements. • Invest interim cash in a AAA‑rated money‑market fund and wire settled proceeds to the State on demand. • Maintain comprehensive audit‑ready records and support re‑transfer of assets to owners as directed. • Must comply with Vermont contractor registration, tax account, worker‑classification (if > $250k), and climate‑change certification (if > $25k).
