Requirement for Terminal Instrument Procedures (TERPS)

The National Geospatial-Intelligence Agency (NGA) is seeking a commercial provider to develop and maintain Terminal Instrument Procedures (TERPS) production software. The software should deliver an optimal user experience and automate TERPS production processes. The contractor will be responsible for providing time-sensitive Safety of Navigation (SoN) Aeronautical information and data to support the operational needs of the Department of Defense (DoD). The key performance capabilities include developing a commercial software solution that meets all requirements, performing all tasks delineated in the Performance Work Statement (PWS), and providing a technical approach to meeting the spectrum of Functional Requirements. • The contractor will be required to submit a proposal that includes a technical/management volume, a price proposal, a past performance information volume, and a small business subcontracting plan. • The evaluation factors for award include technical/management, past performance, price, and small business subcontracting plan. • The contract will be awarded to the responsible Offeror whose proposal represents the Best Value to the Government.
