Description

The State of Nebraska Department of Labor is seeking a single qualified vendor to provide a comprehensive suite of Workforce Innovation and Opportunity Act (WIOA) services across the Greater Nebraska Workforce Development Area. The contract requires the awardee to act simultaneously as the Administrative Entity (fiscal agent), deliver Adult and Dislocated Worker services, provide Youth services, and operate the One‑Stop delivery system. The award is a one‑year base period (July 1 2026 – June 30 2027) with up to three one‑year renewal options, fully federally funded, and subject to strict performance‑measure thresholds. • Deliver adult, dislocated‑worker, and youth employment and training services meeting defined employment‑rate, earnings, and credential‑attainment targets. • Serve as the fiscal‑agent/administrative entity for WIOA funds, handling accounting, reporting, board support, and compliance. • Operate the One‑Stop center network: conduct surveys, recruit partners, produce business plans, market services, and manage special projects. • Meet extensive reporting, audit, insurance, and indemnification requirements; comply with E‑Verify, foreign‑adversary certifications, and civil‑rights statutes. • Provide a fully cost‑realistic proposal (cost sheet template supplied) with no advance payments; payment follows acceptance of deliverables under Prompt Payment Act.

Budget estimate

$800,000 – $1,200,000

The solicitation’s historical budget data show total program funds of roughly $1.2 million for FY 2024‑25 and $1.18 million for FY 2025‑26, with the Administrative Entity receiving up to 10 % and the One‑Stop Operator receiving about 5 % of each program’s allocation. Assuming the FY 2026 award follows similar levels, the contract value is likely to fall between $800,000 and $1,200,000 for the base‑year, with potential increases if renewal options are exercised. Factors influencing the final amount include the vendor’s cost proposal, the exact participant volume estimates, and any adjustments to federal WIOA funding.
