General Grant Legal Counsel and Services

The City of Mobile is seeking qualified legal counsel to support the Neighborhood Development Department in managing and complying with a $50 million Community Project Fund (CPF) grant. The contractor will provide ongoing legal advisory services, grant‑related compliance reviews, contract negotiations, and any other legal support needed to ensure the CPF funds are drawn down and used appropriately before the August 31, 2031 deadline. This is a sealed‑bid solicitation; proposals must demonstrate relevant experience with municipal grant administration and community development law. • Provide legal advice on CPF grant requirements, fund draw‑down procedures, and program income handling. • Draft, review, and negotiate contracts, sub‑awards, and other legal documents related to the grant. • Advise the Neighborhood Development Department and City Attorney on compliance, risk mitigation, and any litigation exposure. • Deliver periodic legal reports and recommendations to ensure timely and lawful use of grant funds. • Maintain confidentiality and adhere to municipal procurement and ethics policies throughout the contract term.
