Description
The Pennsylvania Liquor Control Board (PLCB) is soliciting a qualified contractor to perform approximately 2,500 employee background checks per year. The contractor must be PBSA‑accredited, have at least five years’ experience, and provide an electronic portal for PLCB staff to request Social Security trace and criminal background checks. Reports must be delivered in PDF within three business days of request, with a preferred turnaround of one‑two days. The contract is a one‑year term with two optional one‑year renewals; subcontracting is prohibited and all work must be performed by the contractor’s in‑house staff. Bids are submitted through the PLCB’s Oracle Supplier Portal and must include required insurance certificates and worker‑protection forms.
• Scope: up to 2,500 background checks annually (no minimum guaranteed)
• Required deliverables: SSN trace, criminal history (national, state, county, sex offender), PDF report within 3 business days
• Platform requirements: secure electronic interface, duplicate‑request safeguards, encryption at rest and in transit
