State-Aided Public Housing Regional Legal Services

The Executive Office of Housing & Livable Communities (EOHLC) is seeking responses from law firms interested in providing regional legal services for state-aided public housing programs. The selected contractors will provide legal services, including representation and advice, to Local Housing Authorities (LHAs) in various areas of law. The contract is expected to start in July 2025 and run for three years, with two optional one-year renewal periods. The LHAs will pay directly for the legal services provided. • The RFR is open to all qualified law firms. • The selected contractors will be required to provide a Supplier Diversity Plan (SDP) as part of their response. • The contract will be awarded based on the best value to the Commonwealth, considering factors such as experience, qualifications, and price. • The RFR includes a pre-response conference, which will be held on Friday, June 20, 2025, at 1:00 PM. • Questions and responses will be posted on COMMBUYS. • The deadline for submission of questions is Wednesday, June 18, 2025, 4:00 PM. • The deadline for submission of responses is Friday, July 25, 2025, 4:00 PM.
