The State of Nebraska, via the State Purchasing Bureau, is seeking a qualified vendor to design, develop, implement, and maintain a cloud‑based Carbon‑Intensity (CI) Data Bank and a companion Grants Program portal for the ONE RED initiative. The effort includes secure data storage, API integration for third‑party providers, automated incentive and grant payments, extensive reporting and analytics, user training, help‑desk support, and ongoing system maintenance through September 2029. The contract may be split between an administrative prime and a technical lead, or awarded to a single “master‑integrator.”
• Build a stand‑alone, secure, scalable platform for CI score submissions, validation (GREET model), and incentive‑payment processing.
• Develop a grants‑management interface that lets producers upload cropping data, receive grant approvals, and be paid via ACH/digital‑wallet integrations.
• Provide continuous program support: help‑desk, training materials, ASP onboarding, quarterly/annual reporting, and annual cybersecurity/QA audits.
• Meet stringent security standards (SOC 2, ISO 27001, NIST), achieve ≥ 99.5 % system uptime, and retain all data for the contract term.
• Contract runs through 30 Sept 2029 with optional six‑month extensions; award expected 23 Mar 2026.
