Description
The Defense Logistics Agency (DLA) is seeking a single concessionaire to operate full‑scope cafeteria, catering, 24/7 automated market, and optional mobile food‑truck services at the Defense Distribution Center Susquehanna in New Cumberland, PA. The contract is revenue‑generating; the contractor will pay a monthly fee based on the greater of a Minimum Monthly Guarantee (MMG) or a percentage commission on gross sales. The base period is two years (Dec 1 2026 – Nov 30 2028) with up to four additional two‑year options, for a maximum term of ten years. The contractor must staff two primary facilities (≈ 4,500 personnel), comply with extensive food‑safety, labor, security, and reporting requirements, and may elect to operate an optional government‑furnished food‑truck and automated express market.
• Operate two cafeterias (Breakfast/Lunch) and on‑site catering at Buildings 430 and 2001.
• Provide optional “Grill Fresh” food‑truck service and annual “Turkey Day” event.
• Submit a full proposal (DA Form 4069, fee schedule, financial statements, certifications) by 30 Oct 2026.
• Mandatory site‑visit completion by 23 Oct 2026; questions due by 26 Oct 2026.
• Contractor responsible for equipment maintenance, utilities, and compliance with SCA Wage Determination 2015‑4225 and numerous federal clauses.
