Master Planning Design Services for High Meadows Property

The State of Connecticut’s Department of Administrative Services (DAS) is seeking an experienced architectural and planning firm to develop a comprehensive Master Plan for the former state‑run facility located in Hamden (the “High Meadows” property). The consultant will provide end‑to‑end services covering project management, concept design, detailed design, construction‑phase support and optional construction administration. The effort is intended to create a phased, multi‑family residential development that meets community, infrastructure and economic objectives. • Project Management – kickoff, regular BOE meetings, schedule updates, monthly status reports, meeting minutes. • Design Reports – Conceptual (30 %) Design Concept Report, topographic surveys, utility coordination, preliminary cost estimate. • Detailed Design – AutoCAD construction documents, cost estimates, specifications, review submittals (SD, DD, 50 %, 90 %, final). • Bidding Assistance – pre‑bid meeting attendance, RFI responses, addenda preparation, bid‑document distribution. • Construction Phase Services (if awarded) – construction administration, shop‑drawing review, site inspections, quality‑control testing, close‑out documentation, record drawings.
