Description

The Defense Advanced Research Projects Agency (DARPA) is seeking innovative, non‑evolutionary approaches to build a utility‑scale fault‑tolerant quantum computer (USQC). Stage A (plausibility) is a six‑month effort focused on delivering a concept‑design package that includes a kickoff meeting, a mid‑term design review, and a final concept‑design report. The award ceiling for Stage A is $1 M, paid across three milestones ($150 k, $500 k, $350 k). Proposers must be capable of handling Controlled Unclassified Information (CUI), possess a valid CMMC Level 1 certification, and be registered in SAM. Abstracts are accepted on a rolling basis (latest deadline 30 Sep 2026) and full proposals (for invited firms) are due by 30 Nov 2026. The effort will be performed at the awardee’s facilities; DARPA headquarters in Washington, D.C. serves only as the administrative point of contact. • Develop a utility‑scale quantum computer concept (hardware architecture, error‑correction, control systems). • Deliver three milestone reports (Kickoff, Design Review, Final Report) within a six‑month period. • Comply with CUI handling, CMMC Level 1, and SAM registration requirements. • Funding limited to $1 M total, with payments tied to milestone acceptance.

Budget estimate

$800,000 – $1,000,000

The solicitation caps Stage A funding at $1 M, with milestone payments of $150 k, $500 k, and $350 k. Assuming a successful award, the contractor could expect to earn between $800 k and $1 M, depending on the exact scope and cost‑share arrangements. Factors influencing the final amount include the level of non‑federal cost contribution, the extent of required subcontracting, and any additional optional milestones that may be negotiated.
