Youth Basketball Officials

The City of Norfolk is soliciting bids from qualified vendors to provide certified amateur basketball officials for youth league games throughout the regular season and playoffs. The contractor will supply officials for up to eight game sites (four regular‑season sites and four playoff sites), handle scheduling changes with at least 24‑hour notice, ensure officials arrive in full uniform 15 minutes before tip‑off, and manage game‑day logs and weekly invoicing. Additional responsibilities include conducting a free rules‑clinic for coaches/parents, attending all coaches’ meetings, and complying with City and Amateur Basketball Association regulations. Payments are made on a net‑30 basis per weekly invoice; late arrivals incur a 50 % fee reduction. The contract term is five years with a CPI‑linked price adjustment ceiling of 3 % per year.
