Merchant ID (MID)/Merchant Number for the State Labs Division

The Department of Health, State Laboratories Division, is seeking a vendor to provide a Merchant ID (MID)/Merchant Number and a payment gateway for the processing of credit and debit card payments and related ancillary services. The vendor must be capable of supporting all current card operations and provide a payment gateway that meets specific requirements, including PCI DSS compliance, online payment capabilities, and advanced fraud detection. The contract term is 12 months, with the option to extend for an additional 12 months. The vendor must also provide proof of compliance with various state laws and regulations. • The payment gateway must integrate with Salesforce and Infor via API. • The vendor must provide recurring billing, virtual terminal, and batch upload capabilities. • The vendor must have a physical presence or association with a financial institution in Hawaii. • The vendor must provide 24/7 gateway services via a secure environment. • The vendor must provide separate statements of all transactions and fees on a regular basis. • The vendor must ensure the complete transfer of all program operations and coordinate transfer to a successor contractor at the end of the contract term.
