MEDICAID CLINICAL DATA EXCHANGE

The State of South Carolina seeks a comprehensive health‑information‑exchange solution to capture, process, and transmit real‑time Admission‑Discharge‑Transfer (ADT) events and bedside capacity data from hospitals, long‑term‑care facilities, and other contributors to the Medicaid program. The contractor will design, implement, and operate the platform, provide onboarding, training, help‑desk support, and deliver analytics dashboards while meeting stringent HIPAA, NIST, and state security requirements. • Capture ADT notifications and Bed‑Status updates from a wide network of acute‑care, mental‑health, and long‑term‑care facilities using HL7/FHIR or equivalent standards. • Deliver near‑real‑time routing of clinical events to five Managed Care Organizations and state health agencies, with dashboards for alerts, HEDIS metrics, and capacity monitoring. • Provide a full implementation lifecycle (design, development, testing, deployment, training) followed by six years of operations & maintenance, plus a 120‑day turnover phase and a $2.5 M modification pool for scope changes.
