Software Services

The Harris County Department of Education (HCDE) is seeking qualified vendors to provide a broad range of software services—including coaching, professional development, training, digital forms, remote‑learning platforms, survey tools, and related software licensing—under an indefinite‑delivery, indefinite‑quantity (IDIQ) contract. The contract term is up to five years with a possible 90‑day transitional extension, and HCDE anticipates multiple awardees to meet the needs of its many divisions (Adult Education, Business Services, IT, etc.). Vendors must submit proposals electronically via the HCDE eBid system, attend an optional virtual pre‑proposal conference, and comply with extensive contractual, security, and reporting requirements. • Scope covers software implementation, customization, licensing, training, and support for a variety of HCDE divisions. • Contract is IDIQ with no guaranteed minimum quantity; work will be ordered on an “as‑needed” basis. • Term: up to 5 years (possible 90‑day extension). • Submission deadline: July 14 2026 (additional deadlines Oct 6 2026 and Jan 12 2027). • Pre‑proposal conference (optional): July 1 2026, 10:00 a.m. CST (Microsoft Teams). • Award expected August 19 2026. • Mandatory compliance with Texas education code, federal grant regulations, and HCDE security policies.
